[post_content] => US PHMSA will tomorrow (30 March) publish the delayed final rule under HM-215N, the biennial update to harmonise the Hazardous Materials Regulations with international provisions.
The final rule had been listed for publication in January but was held up by the Trump administration’s wide-ranging review of new regulations.
The rulemaking references the 2017-18 edition of the ICAO Technical Instructions and Amendment 38-16 of the IMDG Code; it also introduces a range of amendments derived from the 19th revised edition of the UN Orange Book, with a number of significant differences. Voluntary compliance as of 1/1/17 is allowed and the changes will be mandatory as from 1/1/18.
