US PHMSA has issued a supplemental notice of proposed rulemaking under docket HM-241. The SNPRM updates the proposal to incorporate and allow use of the ASME Code Section XII rules for the construction and operation of transport tanks and the National Board Inspection Code to the latest (2015) versions. PHMSA had previously responded to petitions to use earlier versions of these codes in an ongoing rulemaking. Comments on the SNPRM are due by June 28. US PHMSA has also issued a direct final rule to incorporate by reference the most recent editions of the ASME Boiler and Pressure Vessel Code so as to allow their use by manufacturers of non-specification tanks (nurse tanks) and other DOT and UN-specification packaging.
